Aug -29-2008 10:40 AM CA Integrated Waste Management 9163413884 5/6 <br />Comments Continued: <br />§ 20921 - Gas Monitoring and Co'xtrol <br />Methane gas levels in landfill gas migration monitoring probes PGP -1 and PGP -2 were found in excess of the <br />regulatory limits of 5%. See Attachment 1, for the results of the methane gas monitoring that was conducted <br />at the time of the inspection. Because the level of the .methane bas in the monitoring probes has exceeded the <br />regulatory limit, the owner shall immediately take the steps required in 27 CCR Section 20937, to protect <br />public health, safety, and the environr-nent. <br />The owner has taken the following measures to Comply with the requirements, since the Enforcement Agency <br />(1A) required a Corrective /action Plan and increased monitoring in March 2008: <br />* Submitted a Corrective Action Plain in May 2008, with a preferred alternative for the installation of a passive <br />control (venting) system with carbon Ater treatment; <br />• On July 18, 2008, submitted time lines for the installation and implementation of the venting system; <br />• On August 4, 2008, submitted Second Quarter/Serpi'-Annual 2008 Groundwater and Landfill Gas Sampling <br />Event; and <br />• On August 18, 2008, submitted a design plan for the proposed venting system, which currently isunder <br />review by Board staff. The venting (or passive) sysiern is the owner/operator's preferred corrective action <br />alternative provided in the Corrective Action flan, dated May 23, 2008_ <br />The owner shall continue to submit to the BA, the results of all landfill gas monitoring reports, on a quarterly <br />basis. <br />Areas of Concerti: <br />§ 21142 - Final Grading <br />§ 211.50 - Drainage/Erosion Control <br />The grading of the landfill and the provision of adequate drainage and the runoff are issues still being <br />reviewed and commented an by the regulatory agencies in the context of the implementation of the Final <br />Closure Plan and acceptance of the Closure Report Addendum. The areas of concern will rernain until the <br />regulatory agencies accept the Closui e Report Addendum, wbieh was submitted as the Construction Quality <br />Assurance Report (CQA Report) to meet the requirements of 27 CCR, Section 21880. <br />
