'
379 Costa Mesa Skeet
Costa Mesa, California 92627
RE. COVE CONTRACTORS LANDFILL, FACILITY No. 39 -AA -0010
Dear Mr. Keller:
We, have completed our review of the submitted Closure Report Addendum, dated
May 8, 2008 and Corrective Action Plan, dated May 23, 2008, for the subject
Landfill. We provide the following comments regarding the two documents:
Closure Report Addendum:
- On Wage 5, %FG Probe Installation: Based on our review of the as-builts for
PGP 1 and PGP2, it does not appear that these probes are located in refuse, though
it is stated that some wood pieces were encountered around the 19 feet depth in
PGP1 and some wood and other debris were encountered in PGP2. From what
we read in the as-builts, it is our view that the two probes are adequate for the
purposes of compliance monitoring. Furthermore, it is our conclusion that the
methane gas readings at the probes that were obtained by us and Cove Contractors
are indications of gas migrating Rom the site. We don't see the need to install
replacement probes for PGP 1 and PGP2. however, the option is always yours,
when andif you find it necessary to install additional probes around the landfill.
On Page 8, Drainage: It is stated hi the drainage section of the docinnent that
the site grading had been revised to slope gently eastward to promote water
capture and.. _ However, the section does not address where the runoff would end
up. Thefate of the runoff shall clearly be defined.
Additionally, it is feather. stated in the section that it had been agreed (with the
City of Stockton and Salt Joaquin County Flood Control District, not with the
0
01RI MhLM4TEDSW 10% 1WTC.(WCMERr.'ONTENT,
