2 BACKGROUND <br /> Cove Contractors closed a landfill located at the site under the oversight of the California <br /> Integrated Waste Management Board (CIWMB) and the California Regional Water Quality <br /> Control Board - Central Valley Region RWQCB. The document entitled Revised Landfill Closure <br /> and Post-Closure Maintenance Plan (Clayton, January 16, 2006) was approved by the RWQCB <br /> in a letter dated February 16, 2006. This plan described how groundwater monitoring and landfill <br /> gas monitoring were an integral part of the post-closure maintenance procedures. <br /> In addition to the correspondence regarding landfill closure, the RWQCB issued an Order to <br /> Submit Technical Reports on September 26, 2005 and Cleanup and Abatement Order No. R5- <br /> 2006-0707 (CAO) on April 27, 2006 that addressed groundwater monitoring activities. The Order <br /> to Submit Technical Reports required the preparation of a groundwater investigation workplan <br /> that included redevelopment of the site wells prior to sampling. The document entitled <br /> Groundwater Investigation Workplan was submitted on October 31, 2005 and was approved by <br /> the RWQCB in a letter dated December 2, 2005. The CAO required submittal of two quarters of <br /> groundwater monitoring data by August 1, 2006; however, significant rain events during early <br /> 2006 delayed groundwater sampling activities. Cove Contractors informed the RWQCB of the <br /> difficulties in accessing the site and rescheduled the submittal of the groundwater sampling <br /> report to November 13, 2006. <br /> The CAO also required submittal of a Groundwater Monitoring Well Installation Workplan <br /> (Clayton, June 1, 2006) to address the removal and replacement of monitoring wells MW-9 and <br /> MW-10. The workplan was submitted on May 31, 2006 and the RWQCB requested additional <br /> information in a letter dated August 11, 2006. The RWQCB comments were addressed in a letter <br /> dated August 18, 2006 and approved by the RWQCB in a letter dated August 22, 2006. <br /> The initial groundwater sampling events were conducted by Clayton Group Services (Clayton) <br /> in September and October 2006, prior to the onset of landfill capping activities. Due to the <br /> proposed placement of the landfill capping materials, Clayton abandoned monitoring wells <br /> MW-2, MW-3, MW-9, and MW-10 as discussed in the previous groundwater monitoring report <br /> titled Groundwater and Landfill Gas Sampling Third Event (Clayton, 2007). <br /> From January 23-26, 2007, Clayton provided oversight for the installation of three new <br /> groundwater monitoring wells, MW-2A, MW-3A, and MW-9A, outside the footprint of the landfill <br /> cap. Subsequently, from June 2006 through January 2007, Clayton conducted all monitoring <br /> and landfill capping activities.
