Recently, the Discharger determined that water was stranded <br /> within a portion of the landfill, and voluntarily submitted a workplan to extract, treat, and dispose <br /> of this water. <br /> Based on review of the Discharger's 1 September 2015 Dewatering System Workplan and the <br /> 29 July meeting where staff conferred with the Discharger,Water Board staff concurs with the <br /> workplan provided that the Discharger complies with the following conditions: <br /> Conditions of Concurrence <br /> 1. Within 46 days of installation of the four extraction wells, the Discharger shall submit a <br /> well installation report with the information outlined in Attachment A to this letter. <br /> 2. Within 45 days of start-up of the treatment system,the Discharger shall submit a <br /> technical report documenting start-up and operation of the system. The report shall <br /> include information such as average flow rate, extraction well water level data for the <br /> reporting period, totalized flow for the reporting period, percent run-time for the reporting <br /> period, hours off-line for the reporting period, tabulated analytical results of effluent <br /> discharged to the sewer, a discussion of any exceedances of the sewer district's limits, <br /> carbon change-outs, filter bag change-outs, and other pertinent information and <br /> discussions. In addition, the Discharger shall also provide updated information on the <br /> estimated volume of stranded water remaining within the landfill. <br /> 3. Each semi-annual monitoring report required under the WDRs shall include a unique <br /> section with pertinent information about the dewatering system, including the information <br /> listed in Item 2, above, as well as any other changes to the corrective action system that <br /> may have occurred. <br /> KARL E.
