STATE OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0026 INSPECTOR: Garrett Backus <br /> SITE NAME: Scotts Hyponex <br /> RECEIVED BY <br /> INSPECTION DATE: July 11, 2006 OPERATOR <br /> COMMENTS: <br /> Routine Monthly Inspection done on this day: <br /> 1) Violation - Public Resources Code 44014(b)—Terms and Conditions of the Solid Waste Facility Permit(SWFP). The <br /> facility is in violation of Local Enforcement Agency (LEA) condition 6 of the SWFP. <br /> The facility is using the unapproved feed stocks chicken manure and ground paper in the composting operation. The <br /> facility is only approved to compost leaves, tree trimmings, grass and brush. Seven windrows were observed during the <br /> inspection which, according to the operator, contained a mixture of bark fines, chicken manure and ground paper. <br /> Windrows 2-7 were 150, 156, 131, 132, 142 and 127 OF. Material which reaches a temperature of 122 OF is defined as <br /> active compost. <br /> LEA condition 6 states that"The facility shall meet the requirements of Waiver of Waste Discharge Requirements (WDR's <br /> No. 95-021)." The WDR waiver on page 3 states that"The facility shall only compost green material which includes but is <br /> not limited to, leaves, grass clippings, weeds, tree trimmings, untreated wood waste, or shrubbery cuttings. The <br /> composting shall not include any additives, amendments, municipal solid waste, sludge, manure, liquid waste, hazardous <br /> waste or other waste." <br /> 2)Violation—Title 14 CCR 17863— Report of Compost Site Information (RCSI). <br /> The facility is using the unapproved feed stocks chicken manure and ground paper in the composting operation. The <br /> RCSI (dated February 1994) states on page 1-5 that"The Facility has been designed to function exclusively as a yard <br /> trimmings processing Facility and will only accept yard trimmings collected by municipalities and private firms from <br /> residential and commercial sources." <br /> 3) Immediately stop constructing new compost windrows that use the unapproved feed stocks chicken manure and <br /> ground paper. Submit a letter to the Environmental Health Department(EHD) which states when the current windrows <br /> will be complete and processed. <br /> Before using unapproved feed stocks in the future, submit an application to amend the current Solid Waste Facilities <br /> Permit(SWFP) to the EHD. The amended SWFP must be approved before the new feed stocks can be used in the <br /> composting operation. <br /> INSPECTOR SIGNATURE: DATE: <br />
