STATE OF CALIFORNIA 0 California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0026 INSPECTOR: Garrett Backus <br /> SITE NAME: Scotts Hyponex <br /> RECEIVED BY <br /> INSPECTION DATE: September 27, 2006 OPERATOR <br /> COMMENTS: <br /> Routine Monthly Inspection done on this day: <br /> 1) Violation -T14 CCR 17863- Report of Compost Site Information- Raw green waste received on July 26, 06 was not <br /> ground until August 8, 06, a period of 13 days. Raw green waste received on September 12, 06 was not ground until <br /> September 25, 06, a period of 13 days. The Report of Compost Site Information, as amended, allows a maximum of <br /> seven days to process raw green waste received at the facility. <br /> Process the raw green waste within seven days of arrival onsite by grinding the waste and placing it in compost windrows. <br /> 2) Area of Concern - Public Resources Code 44014(b)—Terms and Conditions of the Solid Waste Facility Permit <br /> (SWFP). The facility is using the unapproved feed stocks chicken manure and ground paper in the composting operation. <br /> The facility is only approved to compost leaves,.tree trimmings, grass and brush. Several windrows which contain bark <br /> fines, chicken manure and ground paper were observed during the inspection. <br /> The operator stated during the inspection that the windrows built with chicken manure and ground paper will be removed <br /> from the compost area by early October. <br /> 3) Area of Concern—T14 CCR 17867(a)(8)—Fire Prevention and Control A large pile(50 x 50 x 12 feet) of unscreened <br /> finished compost was measured for temperature. 133, 150, 153, 155, and 157 OF temperatures were found at several <br /> perimeter locations in the pile. Large compost piles that are heating up to temperatures above 160 OF can spontaneously <br /> combust and are a fire hazard. <br /> Split the pile into windrows as soon as possible to lower the compost temperature and eliminate the fire hazard. <br /> 4) Note—Baraja's Tree Farm of Gait is a new green waste source for this facility. They are delivering tree trimmings to <br /> be composted. <br /> 5) Note—Reviewed the metals, Salmonella and Coliform lab results for July and August 2006. The results were within <br /> the regulatory limits. <br /> 6) Note-The temperatures of the following windrows were measured: #21, 96 OF; #24, 141 OF; #26, 141 OF; #35, 139 °F; <br /> and#47, 144 OF. Windrow#21, which consists of a high percentage of unground green waste, was not reaching the <br /> pathogen reduction temperature of 131 OF. <br /> INSPECTOR SIGNATURE: ! DATE: Ta� <br />
