" k'. <br /> STATE OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0026 INSPECTOR: Garrett Backus <br /> SITE NAME: Scotts Hyponex <br /> RECEIVED BY <br /> INSPECTION DATE: October 19, 2006 OPERATORirf <br /> COMMENTS: <br /> Routine Monthly Inspection done on this day: <br /> 1) Area of Concern - Public Resources Code 44014(b)—Terms and Conditions of the Solid Waste Facility Permit <br /> (SWFP). The facility is using the unapproved feed stocks chicken manure and ground paper in the composting operation. <br /> The facility is only approved to compost leaves, tree trimmings, grass and brush. Several windrows which contain bark <br /> fines, chicken manure and ground paper were observed during the inspection. <br /> The operator stated during the inspection that the windrows built with chicken manure and ground paper will be removed <br /> from the compost area by the end of October. <br /> 2) Area of Concern—T14 CCR 17868.3(b)—Pathogen Levels/Temperatures Maintained—There are several windrows <br /> onsite which consist of a high percentage of unground green waste. These windrows are not reaching the pathogen <br /> reduction temperature of 131 OF. For example, windrow#21 was 96 OF on September 27, 2006 and 118 OF on October <br /> 19, 2006. Compost windrows must be 131 OF or higher for 15 days to satisfy the pathogen reduction criteria. The <br /> windrow must be turned five times while the temperature is 131 OF or higher. <br /> Grind or otherwise process the green waste to start the compost cycle and achieve pathogen reduction temperatures of <br /> 131 OF or higher. <br /> 3) Note—Reviewed the metals and Coliform lab results for September 2006. The results were within the regulatory limits. <br /> The September 2006 Salmonella lab results were not available for review. <br /> 4) Note-The temperatures of the following windrows were measured: #21, 118 OF; #60, 144 OF; #43, 148 OF. <br /> 5) Note—The large pile of finished, unscreened compost seen during the last inspection had been split into five smaller <br /> piles to lower the fire hazard. The screener, which separates out the oversized material, was operating. AC from last <br /> month is resolved. <br /> 6) Note—The facility records stated that the incoming green waste was ground on September 25, October 2, 9 and 12. <br /> Violation for green waste processing from last month is resolved. <br /> INSPECTOR SIGNATURE: DATE: <br />
