STATE OF CALIFORNIA 0 California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 3 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0026 INSPECTOR: Garrett Backus <br /> SITE NAME: Scotts Hyponex <br /> RECEIVED BY <br /> INSPECTION DATE: November 21, 2006 OPERATOR <br /> COMMENTS: <br /> A routine monthly inspection was done on this day: <br /> 1) Violation —PRC 44014(b)—Operator Complies with Terms and Conditions of the Solid Waste Facility Permit(SWFP) <br /> —A large pile of unprocessed green waste, mostly tree trimmings and grass, is stored on the south end of the compost <br /> area. The pile is approximately 60 yards long and 1000 cubic yards in volume and has doubled in size during the last <br /> month. SWFP condition 11 requires the facility to process yard trimmings within 7 days of arrival onsite. <br /> Grind the green waste within seven days of arrival onsite and place the ground material in compost windrows. The <br /> operator stated that this green waste would be ground by November 30, 2006. <br /> 2) Area of Concern—T14 CCR 17863—Report of Compost Site Information (RCSI) -The facility is using the unapproved <br /> feed stocks humus (bark fines) and grape pumice in the composting operation. The facility is only approved to compost <br /> leaves, tree trimmings, grass and brush. Six windrows which contain bark fines and grape pumice were observed north of <br /> the screener during the inspection. These windrows are active compost since they measured 138, 136, 124, 124, and <br /> 136 and 138 OF. Windrows heating up to greater than 122 OF are active compost. <br /> Submit an RCSI amendment to the EHD which lists all of the feed stocks used in the compost operation. <br /> 3) Area of Concern—T27 CCR 21640— Permit Review Application—The operator must submit an application for permit <br /> review, to the EHD, no less than 150 days prior to May 2, 2007, the permit review due date. <br /> 4) Violation—T14 CCR 17868.3(b)— Pathogen Levels/Temperatures Maintained—There are four windrows (1000 cubic <br /> yards, total) onsite which consist of a high percentage of unground green waste. These windrows are on the southwest <br /> corner of the compost area. These windrows are not reaching the pathogen reduction temperature of 131 IF. Windrows <br /> 20, 21, 22 and 23 were 96, 96, 86 and 102 OF, respectively. Compost windrows must be 131 OF or higher for 15 days to <br /> satisfy the pathogen reduction criteria. The windrow must be turned five times while the temperature is 131 OF or higher. <br /> Grind or otherwise process the green waste to start the compost cycle and achieve pathogen reduction temperatures of <br /> 131 IF or higher. <br /> 5) Note—The windrows containing chicken manure and ground paper were removed from the compost area. Previous <br /> Area of Concern resolved. <br /> 6) Note—Reviewed the metals, Salmonella and Coliform lab results for October 2006.
