STATE OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0026 INSPECTOR: Garrett Backus <br /> SITE NAME: Scotts Hyponex <br /> RECEIVED BY <br /> INSPECTION DATE: December 21, 2006 OPERATOR mailed <br /> COMMENTS: <br /> A routine monthly inspection was done on this day: <br /> 1) Area of Concern—T14 CCR 17863—Report of Compost Site Information (RCSI) -The facility is using the unapproved <br /> feed stocks humus (bark fines) and grape pumice in the composting operation. The facility is only approved to compost <br /> leaves, tree trimmings, grass and brush. Five windrows which contain bark fines and grape pumice were observed north <br /> of the screener during the inspection. These windrows are active compost since they measured 124, 132, 142, 140, and <br /> 138 OF. Windrows heating up to greater than 122 OF are active compost. Repeat Area of Concern from last month. The <br /> operator plans to submit the amendment within the next month. <br /> Submit an RCSI amendment to the EHD which lists all of the feed stocks used in the compost operation. <br /> 2) Area of Concern—T27 CCR 21640— Permit Review Application—The operator must submit an application for permit <br /> review, to the EHD, no less than 150 days prior to May 2, 2007, the permit review due date. The application was due to <br /> be submitted to the EHD by December, 2006. Repeat Area of Concern from last month. The operator plans to submit the <br /> application within the next month. <br /> Submit the permit review application to the EHD. <br /> 3) Violation—T14 CCR 17868.3(b)—Pathogen Levels/Temperatures Maintained—There are four windrows (1000 cubic <br /> yards, total) onsite which consist of a high percentage of unground green waste. These windrows are on the southwest <br /> corner of the compost area. These windrows are not reaching the pathogen reduction temperature of 131 OF. Windrows <br /> 20, 21, 22 and 23 were 82, 68, 76 and 85 OF, respectively. Compost windrows must be 131 OF or higher for 15 days to <br /> satisfy the pathogen reduction criteria. Repeat Violation from last month. <br /> Grind or otherwise process the green waste to start the compost cycle and achieve pathogen reduction temperatures of <br /> 131 OF or higher. <br /> 4) Note—The large pile of unprocessed green waste stored on the south end of the compost area was ground and placed <br /> in windrows last month. The previous violation for PRC 44014(b) is resolved. <br /> 5) Note—Incoming green waste is being split into two piles and two different contract grinding companies process the <br /> piles. Keep records which show that both of the feedstock piles are processed every seven days. <br /> 6) Note—Fax the July—December 2006 laboratory data and finished compost records to the EHD for review and filing. <br /> INSPECTOR SIGNATURE: i4dDATE: �� Z� C) <br /> L <br />
