0 Case Number 94-24 <br /> A. MITIGATION OF IMPACTS <br /> The following mitigation measures have been included in the project to <br /> avoid potentially significant effects: <br /> 2. Air <br /> a. The potential for deterioration of ambient air quality shall be <br /> mitigated to a less than significant impact by implementing the <br /> following: <br /> 1. All material excavated, graded or otherwise disturbed should be <br /> sufficiently watered or otherwise treated to prevent excessive amounts <br /> of dust entrainment. <br /> 2. On-site vehicle speed should be limited to 15 mph. <br /> 3. All internal combustion engine driven equipment should be properly <br /> maintained and tuned according to manufacturer' s specifications. <br /> 4. Idling of all internal combustion equipment shall be limited to <br /> ten minutes at any given time. <br /> 5. Paving the drive extending from Moffat Blvd. <br /> 6. A paved drive extending from Moffat Blvd. will needed to allow mud <br /> to be dislodged from truck tires prior to accessing the public street. <br /> 7. All on-site access roads (not between windrows) and areas to be <br /> accessed by motorized vehicles or equipment should be maintained at <br /> all times with a minimum covering of 2 inches of gravel. <br /> 8. Paved parking spaces for employees will be provided. <br /> 9. Project proponent, when applicable, shall obtain a permit to <br /> operate from the San Joaquin Valley Unified Air Pollution Control <br /> District and any other appropriate state agency. Applicant shall <br /> comply with the terms and conditions of said entitlements. <br /> b. The potential for the creation of objectionable odors shall be <br /> mitigated to a less than significant level by implementing the <br /> following: <br /> 1. Limiting the incoming material to the proposed 1.5 acre receiving <br /> area. Incoming material shall be allowed to accumulate on-site but <br /> shall be handled in a timely manner. <br /> 2. Utilizing proper composting procedures such as: <br /> a. Ensuring the compost is aerobically decomposing. <br /> b. Mixing types of incoming materials, materials high in <br /> nitrogen with materials higher in carbon content and <br /> maintaining a ideal temperature of 149 Fahrenheit degrees <br /> within the windrows. <br /> 13 .
