California Integrated Waste Management Board <br /> Resolution No. 95-636 <br /> WHEREAS, Grover Landscape Services proposes to operate a <br /> green waste compost facility near the City of Manteca in San <br /> Joaquin County; and <br /> WHEREAS, the City of Manteca Department of Development <br /> Assistance Services, Lead Agency for CEQA, prepared a Negative <br /> Declaration (ND) for the proposed project; and the ND was <br /> certified as approved by the lead agency on February 28, 1995; <br /> and a Notice of Determination was filed with the County Clerk on <br /> March 2, 1995; and the proposed project will not have a <br /> significant effect on the environment; and mitigation measures <br /> were incorporated into the approval of the proposed project; and <br /> WHEREAS, the maximum volume of feedstock and active compost <br /> on site at any one time will exceed 10, 000 cubic yards; and <br /> WHEREAS, San Joaquin County Public Health Services, acting <br /> as the Local Enforcement Agency, has submitted to the Board for <br /> its review and concurrence in, or objection to, a new <br /> Standardized Permit for the Grover Environmental Compost <br /> Facility; and <br /> WHEREAS, the project description in the CEQA document is <br /> consistent with the proposed permit; and <br /> WHEREAS, Board staff have evaluated the proposed permit for <br /> consistency with the standards adopted by the Board and found the <br /> facility design and operation in compliance with State Minimum <br /> Standards; and <br /> WHEREAS, the Board finds that all state and local <br /> requirements for the proposed permit have been met, including <br /> consistency with Board standards, conformance with the County <br /> Solid Waste Management -Plan, consistency with the County General <br /> Plan, and compliance with CEQA; and <br /> WHEREAS, .LEA and Board staff have evaluated the application <br /> and proposed permit and determined that the facility will be able <br /> to operate in compliance with the applicable minimum standards <br /> and standardized permit terms and conditions. <br />
