No public access to the facility is <br /> allowed without prior arrangement with the administration or the compost <br /> management team. Facility tours or observations must be arranged in advance <br /> by appointment. A security guard is on duty during non-operating hours. <br /> B.5 Operator <br /> The composting facility is owned and operated by California Waste <br /> Removal Systems. Mr. David Vaccarezza is the Regional Vice President of the <br /> Company. The composting facility is operated under the direction of the General <br /> Manager, Mr. Thomas A. Sanchez.
