AC PRC 44004-Significant Change-Northeast side of Green Waste Storage/C&D Grinding area(abutting the easement that <br /> runs north and south to back of property)has been filled with dirt,gravel,and possible ground C&D debris. <br /> a.)Cease and desist any dumping or filling in that area. <br /> b.)This activity is considered illegal land filling.Permit is required. <br /> c.)The result indicated that the level of leachable lead exceeds the Soluble Threshold Limit Concentration(STLC)of <br /> 5 mg/I as listed in Title 22. The meeting between representatives of Waste Management(operator)and EHD was done <br /> on November 2,07-at-EHD office todiscussthe course of action inlightof theSTLCresult of the soil samples.- <br /> d.) Since there is no composting activity on site and <br /> the sunset of the Standardized Tier,the EHD recommends either no permit or Notification Tier. <br /> B._,Recor&areup to date. <br /> C.The area of illegal landfilling was surveyed on September 17,07. The resampling will be done on October 3,07. The result <br /> indicated that the level of leachable lead exceeds theSTLC-of 5 mg/1 as listed in Title 22. The meeting with the representatives <br /> of the Waste Management and CVWS is held on November 2,07 at EHD office to discuss the action to be taken by the Waste <br /> Management(WM). WM will submit the work plan to remove all illegal landfilling portion but it will not touch the legacy site. <br /> D.-On-December 4,07,-Michael-Kith of EHD metwithAlex,Troy andJamesof Waste Management(WM)atlocationto discuss <br /> the dimension of the excavation. The excavation shall begin at the asphalt and be deep enough to remove the soil that has more <br /> that 5 mg/I STLC,but not to go into the old closed landfill. The WM may slope the excavation area to stabilize the excavation. <br /> The WM will submit the workplan to EHD for approval prior to excavating. ,- <br /> E. There was no active composting at the time of inspection.
