Carter Road. <br /> On February 2, 1999 I conducted a complaint inspection at the above referenced facility. The <br /> allegations were that a composting operation was being operated at the facility. Eric Trevena, of <br /> PHS-EHD, was also present at the inspection. There are several issues that need to be addressed <br /> in regards to the composting operation. <br /> 1. The facility is composting its manure. The operation adds green waste to manure in order to <br /> compost the manure. The facility accepts green waste from several sources and would not <br /> qualify for an exemption under Title 14. Title 14 CCR section 17857 indicates a facility with <br /> up to 1000 cubic yards would be placed under the Enforcement Agency Notification <br /> requirements. This facility is at the 1000 cubic yard cut-off point. If the facility continues to <br /> grow. The facility will be required to obtain a Registration Permit. The section listed above <br /> indicates that a facility with 1,000-10,000 cubic yards of feed stock and active compost would <br /> be place in the Registration Permit Tier.The requirements for both tiers (Title 14 CCR section <br /> 18103-18104.9) are provided with this letter. You are directed to comply with the notification <br /> requirements within 30 days of receipt of this letter or discontinue the operation and remove <br /> all manure and green waste from compost area. Provide a letter stating that the facility will <br /> not be used for composting. <br /> 2. The facility is placing whole dead chicken carcasses in the active compost.This is a violation <br /> of Title 14 CCR section 17867(x) 1. Discontinue this practice at once. <br /> 3. The run-off from the compost operation is being collected at the east end of the composting <br /> windrow. The liquid is then discharged to the surface of the ground.
