May -20-02 08:52A 40 16 P.03""
Sacramento Co -Composting Project
Nilsen Farms Composting Pilot Project Description
The purpose of the Sacramento Co -Composting Project is to evaluate the technical and
economic feasibility of marketing a manure/green waste; co -compost in the SacramL o
area. A pilot project to assess the characteristics of the co -compost will be performed at the
Nilsen Fauns composting facility located at 17200 Liberty Rd. in Galt. Approximately five
hundred cubic yards (500yd3) of green waste will be added to manure to produce a co -
compost to be marketed by the City of Sacramento with a grant from the USEPA Region
IX. The City of Sacramento will arrange for transportation of green waste and the finished
compost to and from the Nilsen site beginning May 13, 2002.
The composting process will be conducted in accordance with all applicable regulations for
pathogen reduction, heavy metals, and water quality protection_ The green waste will be
processed through a trommel screen to remove any debris before being mixed with equal
parts dairy manure and formed into 10' windrows. The windrow will be turned a minimum
of five (5) times during the 15 day active decomposition stage during which time the pile
temperature will be maintained at or above 55°C (131°F) to ensure adequate pathogen
reduction. The composted material will be left to cure for a minimum of 90 days. The total
composting process will last approximately 120 days.
In order to protect water quality, the composting process will only commence once
sufficient space has been made available at the existing composting site (see attached
map). Any runoff from the composting pad will drain into an adjacent detention pond. No
further composting of green waste will be done at that site without prior approval from the
San Joaquin County Department of Environmental Health and all other applicable
regulatory agencies.
The City of Sacramento will arrange sampling and laboratory analysis of the finished co -
compost. Quantitative assessment of the co -compost will he provided for the following
fourteen parameters (14): pH, soluble salt concentration, nutrient concentration (N -1.1-K,
Ca, Mg), water holding capacity, bulk density (yd3), moisture content, organic matter
content, particle size, cation exchange capacity, humic acid content, organic carbon
content, inorganic nitrogen, ammonium nitrate, and total nitrogen. The City of Sacramento,
at its discretion, may modify the parameters and/or also conduct compost maturity field
tests using commercially available testing kits (e.g., Solvita test).
