A: Regulatiogs ( <br /> X 17868.3(b)-Pathogen Levels Temperature Maintained <br /> Comments:This facility or operation could not provide any clear record showing Pathogen Reduction. Currently active compost can not be <br /> tracked and verified that it is undergoing aerobic conditions at a temperature of 131 degrees Fahrenheit or higher for a pathogen reduction <br /> period of 15 days or longer with a minimum of 5 turnings. This facility or operation uses a Compost-A-matic system,which incorporates <br /> fresh air into the compost while moving the material about 7-8 ft foward in the bunker. The bunker being used by the facility or operation is <br /> about 240 feet long with 30 wooden posts spaced out 8 ft between each post. The operation of the Compost-A-uratic on a particular day <br /> should move material about 7-8 ft.or one post. The record given for pathogen reduction does not show the specific date the Compost-A- <br /> matic was used and does not show movement of the material from one wooden post to another post. <br /> -Begin keeping records of specific dates when the compost-a-matic was in operation. When the compost-a-matic was in operation for a <br /> specific date the position of the material should reflect its position in the bunker from one wooden post to the next. <br /> -Begin keeping records of temperature measurements of active compost for every 24 ft.or three wooden posts. <br /> X 17868.3(d)-Temperature Monitoring <br /> Comments:This facility or operation is not taking at least one temperature reading every day. Currently this facility or operation only takes <br /> temperature readings about every 4-5 days. <br /> -Start keeping temperature readings every day for active compost onsite. <br /> X 17869(b)-Special Occurrences <br /> Comments:Onsite the compost-a-matic or similar equipment was inoperable. No written record was available to show when the compost <br /> turning equipment became inoperable,or what is being done to repair the compost turning equipment. <br /> - The operator shall record any special occurrences encountered during operation and methods used to resolve problems arising from these <br /> events,including details of all incidents that required implementing emergency procedures. <br /> -Begin a log of special occurences and record all events that affect normal execution of composting operations onsite. <br /> X 17869(d)-Feedstock and Compost <br /> Comments:Onsite the operator could not provide a record of any compostabie material accepted from off-site or the amount of Compostable <br /> material produced. This facility uses off-site carbon sources to maintain or increase temperature for their compost materials. <br /> -The operator shall maintain records for compostabie material accepted off-site. The record should show the amount of Compostable <br /> material recieved and where the material came from. <br /> -The operation shall maintain records for the quantity of compost material produced. <br /> inspection ReportComments <br /> Routine Inspection conducted on this date and the following was noted: <br /> 1.) No finished compost product was observed onsite. <br /> 2.) A temperature log was given from November 2009 to December 30,2009. <br />
