(2)The activity is located on agricultural land for the production of chipped and ground material from animal <br /> material or agricultural commodities which shall be applied to agricultural lands owned or leased by the <br /> owner,parent,or subsidiary of the agricultural material chipping and grinding activity;or, <br /> • (3)The activity is located at an operation or facility that has a tiered or full permit as defined in Section <br /> 18101,and the activity is identified and described in the Report of Facility Information;or, <br /> (4)The activity is located at the site of biomass conversion and is for use in biomass conversion as defined in <br /> Public Resources Code section 40106. <br /> (5)The activity is part of a silvicultural operation or a wood,paper,or wood product manufacturing <br /> operation. <br /> (c)Nothing in this section precludes the enforcement agency or the board from the following: inspecting an activity to verify <br /> that it is conducted in a manner that is subject to subdivison(b)of this section;inspecting an activity to verify that the <br /> operation is in compliance with the standards set forth in subdivision(a)of this section;or,from taking any appropriate <br /> enforcement action,including the use of a Notice and Order as provided in Section 18304. <br /> 17862.2.Storage. <br /> (a)The storage of more than 1,000 cubic yards of feedstock, compost,or chipped and ground material on-site,shall comply <br /> with Sections 17867(a)(2), 17867(b)(1),and 17869(d),unless explicitly excluded pursuant to Section 17855 of this Chapter. <br /> (b)A storage activity shall not be subject to the requirements of Subdivision(a)of this Section if- <br /> (1) <br /> £(1)The operator maintains records which document that material is not stored on-site for more than 7 days; <br /> or, <br /> (2)The activity is located on agricultural land and stores animal material or agricultural commodities which <br /> shall be applied to agricultural lands owned or leased by the owner,parent,or subsidiary of the agricultural <br /> material storage activity;or, <br /> (3)The activity is located at an operation or facility that has a tiered or full permit as defined in Section <br /> 18101,and the activity is identified and described in the Report of Facility Information;or, <br /> (4)The activity is located at the site of biomass conversion and is for use in biomass conversion as defined in <br /> Public Resources Code section 40106;or <br /> (5)The activity is solely for the storage of sewage sludge at a Publicly Operated Treatment Works(POTW). <br /> (6)The activity is part of a silvicultural operation or a wood,paper,or wood product manufacturing <br /> operation. <br /> (c)Composting to solely produce growth medium for worms is subject to this section but is not subject to the permitting <br /> requirements of this Chapter. <br /> (d)Nothing in this section precludes the enforcement agency or the board from the following: inspecting an activity to verify <br /> that it is conducted in a manner that is subject to subdivison(b)of this section;inspecting an activity to verify that the <br /> operation is in compliance with the standards set forth in subdivision(a)of this section;or, from taking any appropriate <br /> enforcement action,including the use of a Notice and Order as provided in Section 18304. <br /> Article 3.Report of Facility Information <br /> 17863.Report of Composting Site Information.Report of Composting Site Information. <br /> Each operator of a composting facility that is required to obtain a Standardized or Full Solid Waste Facilities Permit,as <br /> specified in Article 2 of this Chapter,shall,at the time of application,file a Report of Composting Site Information with the <br /> • enforcement agency.If the operator intends to alter the permitted feedstock,these changes must be reported to the enforcement <br /> agency for maintenance of permit status. Such changes may become the basis for revisions to the permit or for revocation of <br /> the permit.A Report of Composting Site Information shall contain the following: <br />
