April 4, 2003 Version <br /> 1 (40) "Windrow Composting Process" means the process in which compostable material is placed <br /> 2 in elongated piles. The piles or "windrows" are aerated and/or mechanically turned on a periodic <br /> 3 basis. <br /> 4 (41) "Within-vessel Composting Process" means a process in which compostable material is <br /> 5 enclosed in a drum, silo,bin, tunnel, reactor, or other container for the purpose of producing <br /> 6 compost maintained under uniform conditions of temperature and moisture where air-borne <br /> 7 emissions are controlled. <br /> 8 (42)"Wood Waste" means solid waste consisting of wood pieces or particles which are generated <br /> 9 from the manufacturing or production of wood products, harvesting,processing or storage of raw <br /> 10 wood materials, or construction and demolition activities. <br /> 11 <br /> 12 (43)"Yard Trimmings" means any wastes generated from the maintenance or alteration of <br /> 13 public, commercial or residential landscapes including,but not limited to, yard clippings, leaves, <br /> 14 tree trimmings,prunings,brush, and weeds. <br /> 15 <br /> 16 NOTE: Authority cited: Sections 40502, 43020, and 43021 of the Public Resources Code. <br /> 17 Reference: Sections 43020 and 43021 of the Public Resources Code. <br /> 18 <br /> 19 Section 17853.0. Approval of Alternatives. <br /> 20 <br /> 21 (a) Approvals, determinations and other requirements that the EA is authorized to make in this <br /> 22 Chapter shall be provided in writing by the EA to the operator. The operator shall place a copy <br /> 23 of these approvals, in addition to those records identified in sections 17869, in the operating <br /> 24 record. <br /> 25 (b) Some of the provisions of this Chapter allow the EA to approve a reduced inspection <br /> 26 frequency. The EA shall only approve a reduced inspection frequency if the EA finds that it is <br /> 27 as protective of the public health and safety and the environment as the standard inspection <br /> 28 frequency. <br /> 29 (c) Some of the standards contained in this Chapter allow the EA to approve an alternative <br /> 30 method of compliance with the standard. These provisions are not intended to allow the EA to <br /> 31 change the particular standard,but are intended to allow the EA flexibility to approve, in <br /> 32 advance, an alternative method of meeting the existing standard. For facilities that require a full <br /> 33 solid waste facilities permit, the EA may choose to include the approved method as a term and <br /> 34 condition of the solid waste facilities permit,rather than in the manner authorized by subdivision <br /> 35 (a) of this section. If the method is included in the Compostable Materials Handling Facility <br /> 36 Permit, a change to the method may require a revision to the solid waste facilities permit in <br /> 37 accordance with the procedures set forth in Title 27, Division 2, Subdivision 1, Chapter 4, <br /> 38 Subchapter 3, Articles 2, 3, and 3.1 (commencing with section 21570). <br /> 39 <br /> 40 NOTE: Authority Cited: Sections 40502, 43020, and 43021 of the Public Resources Code. <br /> 41 Reference: Sections 43020 and 43021 of the Public Resources Code. <br /> 42 <br /> 43 Article 2.
