Siting On Landfills. <br /> 6 <br /> 7 (a) Compostable materials handling operations and facilities located atop closed solid waste <br /> 8 landfills shall meet postclosure land use requirements pursuant to Title 27, Division 2, <br /> 9 Subdivision 1, Chapter 3, Subchapter 5, Article 2, Section 21190 of the California Code of <br /> 10 Regulations. <br /> 11 (b) Compostable materials handling operations and facilities sited on intermediate cover on a <br /> 12 solid waste landfill shall locate operations areas on foundation substrate that is stabilized, either <br /> 13 by natural or mechanical compaction, to minimize differential settlement,ponding, soil <br /> 14 liquefaction, or failure of pads or structural foundations. <br /> 15 <br /> 16 NOTE: Authority cited: Sections 40502, 43020, and 43021 of the Public Resources Code. <br /> 17 Reference: Sections 43020 and 43021 of the Public Resources Code. <br /> 18 <br /> 19 Section 17866. General Design Requirements. <br /> 20 <br /> 21 (a) Compostable materials handling operations and facilities shall be designed and constructed <br /> 22 in such a manner as to enable the operations and facilities to comply with the operational <br /> 23 requirements set forth in Article 6 of this Chapter. <br /> 24 (b) The design of a compostable materials handling facility shall utilize advice, as appropriate, <br /> 25 from persons competent in engineering architecture, landscape design,traffic engineering, air <br /> 26 quality control, and design of structures. <br /> 27 (1) The engineering design of a compostable materials handling facility shall be in accordance <br /> 28 with the principles and disciplines in the State of California generally accepted for design of this <br /> 29 type of facility. The design of a composting facility requiring a Compostable Materials Handling <br /> 30 Facility Permit shall accompany the Report of Composting Site Information, pursuant to Section <br /> 31 17863 of this Chapter. <br /> 32 (2) The engineering design shall be based on appropriate data regarding the service area, <br /> 33 anticipated nature and quantity of material to be received, climatological factors,physical <br /> 34 settings, adjacent land use (existing and planned), types and numbers of vehicles anticipated to <br /> 35 enter the station, drainage control, the hours of operation and other pertinent information. Composting Operating Standards <br /> 43 <br /> 44 Section 17867. General Operating Standards. <br /> 45 <br /> 46 (a) All compostable materials handling operations and facilities shall meet the following <br /> 47 requirements: <br /> 48 (1) The composting of mammalian flesh, organs, unprocessed hide, blood,bone, and marrow is <br /> 49 prohibited, except when from the residential sector or food service industry. Carcasses of animals <br /> 50 with any contagious disease shall not be composted, unless approved in writing by the California <br /> 51 Department of Food and Agriculture, Division of Animal Industry. <br /> 13 <br />
