f. PARKING: Off-street parking shall be provided and comply with the following: (1) All parking spaces,driveways,and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth and asphalt concrete or Portland cement concrete to provide a durable,dust-free surface. Bumper guards shall be provided where necessary to protect adjacent structures or properties. (Development Title Section 9-1015.5[e]) (2) A minimum of twenty (20) parking spaces shall be provided, including one of which shall be van accessible. Accessible spaces shall be located as close as possible to the primary entrance (C.C.R.,Title 24). (3) One bicycle parking rack or storage device is required for every 20 parking spaces. (Development Title Section 9-1015.7) g. ACCESS: An access easement from the Union Pacific Railroad Company shall be secured. h. LOADING: One(1) loading spaces shall be provided. This space shall be a minimum of 25 feet in length and 15 feet in width and shall a minimum height clearance of 14 feet. On-site driveways and maneuvering areas may be used in lieu of the loading space as long as maneuvering areas for delivery vehicles are provided. (Development Title Section 1015.6) i. LIGHTING: Lighting shall be provided and comply with the following: (1) If the parking area is to be used at night, parking lot and security lighting shall be installed. (Development Title Section 9-1015.5[g]) (2) Any lighting shall be designed to confine direct rays to the premises. This project shall comply with the County's light and glare performance standards. Lighting plans prepared by an electrical engineer, or other lighting professional approved by the Director, shall be submitted with the Site Plans. (Development Title Section 1025.6) j. LANDSCAPING: Landscaping shall be provided and comply with the following: (1) A minimum ten (10) foot wide landscaped strip, respecting the ultimate right-of-way width of McKinley Avenue, shall be installed across the frontage of the project site. (Development Title Section 9-1020.8) (2) All areas not used for buildings,parking, driveways,walkways, approved outdoor storage areas, or other permanent facilities shall be landscaped. (Development Title Section 9-1020.8) (3) Areas of the property which are not part of the project shall be barricaded from traffic and kept mowed and dust free (4) The parking area shall be landscaped as specified in Section 9-1020.5 of the Development Title. The parking area shall be provided with a minimum of five percent(5%)of landscaping within the perimeter of the parking area, not including landscaping along the street frontage. Four(4)trees shall be planted and evenly spaced throughout the parking lot. These requirements may be modified as per Development Title Section 9-1020.10 Conditions of Approval -2- SA-01-97
