The IWMB is a responsible <br /> agency for the oversight of composting facility operations; therefore the following comments <br /> will focus on the composting element of the project proposal. <br /> ROLE OF THE IWMB <br /> The IWMB must ensure that solid waste facilities (SWFs) meet required state standards for the <br /> protection of public health and safety, and the environment. The Board implements this goal <br /> through programs such as: permit oversight for S s; certification and evaluation of Local <br /> Enforcement Agencies (LEAs); review of environmental documents for proposed, new or <br /> expanded SWFs for compliance with CEQA; enforcement of state minimum standards for <br /> SWFs; corrective action programs for facilities out of compliance with state standards; and <br /> research and development for special waste management issues. <br /> CALIFORNIA ENVIRONMENTAL!QUALITY ACT(CEQA) REVIEW <br /> CEQA compliance is required for the establishment, expansion, or change in operation(s) of a <br /> SWF requiring the issuance or revision of a SWFP. IWMB staffs review of the ED is to help <br /> decision-makers (1) identify potential impacts from proposed projects, (2) determine whether <br /> any such impacts are significant, and (3) ascertain whether significant impacts can be mitigated <br /> to a level of insignificance in compliance with the CEQA statute and guidelines. In order for <br /> ERS staff to ascertain that the ED is complete and adequate for our use in the SWFP permitting <br /> California Environmental Protection Agency <br /> Printed on Recycled Paper <br />
