I am currently employed as a Senior Registered Environmental Health Specialist by <br />the Environmental Health Department (EHD), a position I have held for 4 years. <br />Pursuant to Public Resources Code (PRC), Section 43205(b), the EHD is the Local <br />Enforcement Agency (LEA) for San Joaquin County. My duties at EHD include <br />inspecting solid waste facilities and disposal sites in San Joaquin County to determin <br />their compliance with the Integrated Waste Management Act (PRC Section 40000 et <br />seq.)(the Act) and CalRecycle regulations issued pursuant to the Act. <br />2. I have personal knowledge that the Site described in Notice and Order No. LEA - <br />2017 -02 is in violation of the Act and CalRecycle regulations, specifically, PRC, <br />Section 44002, which requires that the operator obtain a SWFP to operate a disposal <br />site. This knowledge was obtained by: <br />a. Visual observations of the Site during an inspection on May 31, 2017 with Robert <br />McClellon, Program Coordinator REHS. (A true and correct copy of the <br />inspection report is attached hereto as "Exhibit B" and is incorporated herein by <br />the reference.) <br />3.
