In addition to these emissions a second simulation was performed on the impacts to air quality <br /> from on-site vehicles and equipemt used at the transfer station. This is based on the equipment <br /> list previously mentioned and assumes the following for the base year 1990. <br /> 1) light equipment moves at 10 mph and operates for eight hours <br /> 2) heavy equipment moves at 5 mph and operates for eight hours <br /> 3) fined equipment in the plant operates eight hours. <br /> The computer program AQAT-3 estimated the following on-site emissions in pounds per day. <br /> TOG 107 <br /> ROG 98 <br /> CO 382 <br /> NOx 246 <br /> All particulates 114 <br /> Sox 32 <br /> For the existing condition, taking into account both the emissions from traffic coming to the <br /> transfer station and the emissions of vehicles and equipment at the site, the following total <br /> emissions were estimated as follows: <br /> TOG 137 <br /> ROG 126 <br /> CO 631 <br /> NOx 317 <br /> All particulates 121 <br /> Sox 39 <br /> Provosed Expansion <br /> Assuming the proposed expansion takes place, the additional equipment which will be used in <br /> the 89,000-square-foot building will include a new bailer for recyclable materials, an Amfab <br /> refuse compactor, material sorting conveyors, a wood sorting conveyor, and a wood grinder(See <br /> page 5). Equipment for composting and rock rubble recovery will include a rock and rubble <br /> crusher and associated processing equipment, and a compost aerator (Scarab) and screening <br /> equipment. Additional equipment which will be parked, maintained, and used to operate the <br /> facility is listed on page 6 and totals 124 pieces of equipment projected for use by the year 2000. <br /> For pollutant estimates for the expanded transfer station, it is assumed that 50% of the waste <br /> stream is recycled, meeting the goals of AE 939, compared to the existing 20% of the waste <br /> stream. Additionally, the waste stream is assumed to total 3,250 TPD portioned into 1,625 TPD <br /> recycled and 1,625 TPD of waste hauled to the disposal facilities. <br /> Vehicles used in this scenario are shown hereunder: <br /> 21 <br />
