A. PLANS AND SPECIFICATIONS <br /> California Waste Removal Systems Inc. (CWRS) currently operates a solid waste transfer <br /> station, a materials recovery facility (MRF), and a composting facility on 28.18 acres of <br /> land at 1333 East Turner Road, Lodi, CA. (Figures 1 through 3). These facilities serve <br /> the City of Lodi, northern San Joaquin County, and southern Sacramento County. They <br /> are open to both commercial and public vehicles. <br /> California Waste's facilities operate under a Solid Waste Facility Permit (39-AA-017) <br /> issued by the San Joaquin County Health Department (the LEA) on February 26, 1992. <br /> The existing permit allows for a large volume transfer station and a materials recovery <br /> facility open to commercial and public vehicles. <br /> Currently, the site receives an average of 650 tons per day with daily peak loadings of up <br /> to 800 tons per day. This material is dumped and processed at either the transfer station, <br /> MRF, or compost facility. Figures 4.1 shows the existing site plan for the entire facility. <br /> Detailed drawings of the transfer station, MRF, and composting facility can be seen in <br /> Figures 4.2, 4.3, and 4.4, respectively. The current facility allows California Waste to <br /> recover in excess of 30% of the volume as recyclable material. <br /> In order to help meet the goals of AB 939 for the City of Lodi and the counties of San <br /> Joaquin and Sacramento, CWRS would like to increase the percentage of material to be <br /> recovered. In order to do this the size of the tipping floor is being increased and <br /> additional equipment will be added. This will allow more refuse to be sorted and will <br /> improve CWRS's ability to segregate and process more types of refuse for better <br /> efficiency. It will also allow some of the recovery operations that are currently being <br /> performed outside to be accomplished indoors. <br /> Construction of the first phase of the new MRF building was completed in November of <br /> 1993. It has an area of 45,000 feet. A second and final MRF expansion phase totalling an <br /> additional 44,000 square feet is planned for the future. <br /> Figures 1 through 3 show the location of the facility. <br /> The existing site plan and the site plan for the proposed expansion are shown on the site <br /> map Figure 4.1. <br /> Figure 6 is the property plan of the current permit. <br /> Figure 7 shows the surrounding land use and structures within 1,000 feet of the facility. <br /> 1 Revised: July 1995 <br />
