quality marketable product. These controls include regular moisture and <br /> temperature testing. Soil analysis is performed on customer acquisition or <br /> specification basis. Analysis can include: nitrogen, phosphorus, potassium, acid <br /> soluble boron, copper, manganese, zinc, iron, total soluble salts, organic matter, <br /> pH and cadmium. The pH and moisture analysis is performed by an independent <br /> laboratory at customer expense. <br /> A variable percentage of the agricultural waste received is used in the composting <br /> operation. The remainder is sold for animal feed. <br /> The site is situated on the north side of Turner Road at the northwest corner of <br /> Cluff Avenue and Turner Road on the east side of Highway 99 in the northeasterly <br /> portion of the City of Lodi. (Figure 3) <br /> The land is relatively level and slightly above street grade. Curbs, gutters and <br /> sidewalks are in place along the Turner Road frontage. City type utilities in the <br /> form of electricity, natural gas, water, sewer and storm drainage are available to <br /> the site. The site is afforded the protection of the City of Lodi, police and fire <br /> departments. In addition, a water recycling system is in place which allows reuse <br /> of leachate or runoff water from the compost area. The water is pumped into a <br /> series of tanks, where solids are allowed to settle out. The water is then available <br /> to be pumped back into the compost area for moisture adjustment of the compost <br /> or released into the City of Lodi Sanitary Sewer System. The water in the tanks is <br /> monitored and pH adjustments are made if necessary. <br /> The facility is operated to maximize waste reduction by integrating composting <br /> and materials recovery into the system prior to transferring waste to the landfill. <br /> Drop-off areas are located throughout the facility as shown on Figures 4.1, 4.2, <br /> 4.3, and 4.4. Incoming loads are inspected and directed to the appropriate drop- <br /> off or dumping area upon arrival. Material with high wood waste is directed to the <br /> wood waste recovery area, sorted, and the non-wood or brush is moved to the <br /> compost, MRF or transfer station areas. Loads containing large volumes of yard <br /> and garden waste are directed to the compost area, where they are sorted and the <br /> non-compostable material is moved to the MRF or transfer station areas. Loads <br /> containing large volume of recyclables are directed to the MRF area, sorted, and <br /> the residue is moved to the compost or transfer station areas. Loads containing a <br /> high volume of non-recoverable material are directed to the transfer station area, <br /> sorted, and the recoverable material is moved to the MRF, compost, or wood <br /> waste recovery areas. <br /> As indicated on the site plan, when completed the site will consist of the following <br /> additional buildings and areas. <br /> 7 Revised: July 1995 <br />
