12803301
t
3.1 Sound Level Monitoring
Sound level monitoring results are presented in Tables I and II (see
Appendix B). Tables I and II are the results from the monitoring that was
conducted during daytime hours. As shown in the tables, seven of the
nine monitoring sites had values that exceeded 70 dBA on at least one
of the two days monitored. When background noise from traffic and site
activities (not related to MRF operations) was considered, the number
monitoring locations exceeding 70 dBA were reduced from seven to two
locations. The two locations were N1 and N5. Both were the closest
monitoring locations to the MRF. N1 was approximately 35 feet from the
north side of the MRF and N5 was approximately 4 feet from the south
side the MRF. It should be noted that when a sound level reading was
taken at location N5, but along the street and outside of the wall south of
s the MRF, the noise level dropped from 73 dBA to 68 dBA.
3.2 Particulate Sampling and Visual Observation
The PM10 sample results ranged from 40.7 µg/m3 to 99.9 µg/m3 far the
first sampling event conducted on the September 10, 2002, through the
September 11, 2002. The second sampling event conducted on
September 30, 2002, through October 1, 2002, had PM 10 values
ranging from 129.1 µg/m3 to 172.9 µg/m3. The California 24-hour
ambient air standard for PM 10 is 50 µg/m3. The lowest results for both
sampling events were in the presumed upwind locations N1 and N6. All
values during the second event were higher than in the first sampling
event. The results are summarized in Table III (see Appendix B) and
shown in Figure 2. The laboratory reports and chain-of-custody are
1 provided in Appendix C.
At no time during either sampling event were visible levels of dust
observed migrating from the MRF. During the second sampling event,
winds were strong and there appeared to be visible levels of dust in the
ambient air throughout the Lodi area.
3.3 Vibration Monitoring
The vibration monitoring results are provided in Appendix D and
Summarized in Table IV (see Appendix A). Most values were within the
levels required by the San Joaquin County Development Title 9, Section
1025.5. During the monitoring on September 11, 2002, there were two
events at approximately 4:00 PM that exceeded the regulatory levels.
During the second monitoring on October 1, 2002, there were five events
Noise,Particulate,and Vibration Report WM-cVWS
Project 128-03 Page 5 October 30,2002
