4.1.4 LOCAL LAND USE AUTHORITY <br /> The local land use authority is the City of Lodi. Use Permit No. U 91-15 has been <br /> issued for the site (see Appendix Q. <br /> 4.1.5 FIRE DEPARTMENT <br /> The City of Lodi Fire Department is the local fire authority having jurisdiction <br /> over the CVWSMRF/TS. Permits issued by the City of Lodi Fire Department are <br /> maintained at the CVWSMRF/TS main administration office. <br /> 4.1.6 SAN IOAQUIN VALLEY UNIFIED AIR POLLUTION CONTROL DISTRICT <br /> The California Air Resources Board (CARB) establishes air quality and emission <br /> standards and rules for Air Pollution Control Districts (APCD) based on EPA <br /> guidelines under the Clean Air Act. APCDs are responsible for implementing <br /> local air quality controls and issuing permits for new sources of air pollution. The <br /> CVWSMRF/TS fall under the jurisdiction of the San Joaquin Unified Air Pollution <br /> Control District (SJUAPCD). Current permits issued by the SJUAPCD for the <br /> CVWSMRF/TS are for the green waste grinder and the above ground fuel <br /> storage tank. Copies of these permits are maintained at the CVWSMRF/TS main <br /> administration office. <br /> 4.1.7 CALIFORNIA ENVIRONMENTAL PROTECTION AGENCY/DEPARTMENT OF <br /> TOXIC SUBSTANCES CONTROL <br /> The CVWSMRF/TS does not knowingly accept hazardous waste. The Hazardous <br /> Waste Exclusion Program is implemented to ensure that toxic or hazardous <br /> wastes are removed from the waste stream and do no reach the landfill. The <br /> material is inventoried and prepared for shipment (lab packs, drums, etc.). The <br /> material is shipped to appropriate recycling facilities or disposal sites. The State <br /> of California Department of Toxic Substances Control (DISC) has issued the <br /> CVWSMRF/TS a hazardous generator number (CAD044003556) for shipment <br /> of hazardous waste diverted from the waste stream.
