Facility/Permit Number: SOLID WASTE FACILITY PERMIT 39-AA-0017 17. LFA Conditions: 1. The design and operation of this facility must comply with all applicable federal, state, and local requirements and enactments, including all mitigation measures given in any certified environmental document filed pursuant to Public Resources Code, Section 21031.6. 2_ The design and operation of this facility must comply with all applicable state minimum standards for solid waste handling and disposal. 3. The operator shall comply with all waste dicharge requirements, Clean-up and Abatement Orders, monitoring, remediation schedules and related requirements of the local California Regional Water Quality Control Board (CRWQCB). Degradation of water connected to this site shall be remediated in the manner specified by the CRWQCB. 4. Additional information concerning the design and operation of this facility must be furnished upon the request of the LEA. 5. A change in operator for this site will require a new sold waste facility permit. The LEA shall be notified in wri.irrg of any change in ownership or operator of the facility. 6. The facility shall meet the design and operational standards of the California Code of Regulations, Title 14 (CCR 14), Chapter 3.1, Article 1, Section 17851. 7. Waste water shall not be allowed to discharge off the property or into any waterway except as allowed by NPDES permit. AWk 8. All incoming waste shall be inspected for hazardous waste. In the event hazardous waste is inadvertently received it shall be managed, stored and disposed of as required by all applicable State standards for hazardous waste handling/disposal. 9_ Personnel working with the load screening program shall be trained to recognize hazardous wastes. All employees shall be provided with personal protective safety equipment and trained for materials recycling storage work. 10. This permit is subject to review by the LEA and may be modified, suspended, or revoked for sufficient cause following a bearing The LEA may require additional monitoring and reporting(CCR 14 Sections 17889 & 17895). 11. Specific operational standards which this site must meet are as follows: a. Site may not receive in excess of 1,700 tons/day(total allowable for Transfer Station and recycling combined). b. Litter_ Litter must be controlled at all times on site. c. Noise: Noise produced at the facility will comply with the provisions of the San Joaquin County Development Code,Title 9, Section 9-1025.9. d. Odors: Stockpiled recyclabies must be stored appropriatly and maintained to prevent unpleasant odors at the e. Dust: Dust control shall be maintained to prevent limiting the visibility of personnel on-site and from creating a nuisance off- site- f. Vectors: Recycable storage area will be maintained to prevent the attraction or establishment of flies, rats, mosquitos, or other vectors. g. Fire: Stored recycables will be monitored spaced appropriately to prevent fires. In the case of fire, water available on-site will be used for suppression and the emergency number 911 shall be used to summon the Lodi Fire Department. h. Recycables shall not be stored outside the permitted storage area and storage piles shall be spaced appropriately and not to exceed 25 feet in height. i.. The operator shall maintain a copy of this pert at the facility, available at all tunes for the operators of the facility. mi 13. The general public may not enter the materials recycling storage area. Traffic control precautions must be taken to prevent in advertent access to this area. 14. The Facility shall recycle at least 5% of the total volume received as per PRC 50001.
