California Integrated Waste Manacement Boa--d Permit Decision No. 97-297 July 23 , 1997 WHEREAS, composting operations were originally permitted as an auxiliary operation to the California Waste Removal Systems Inc . , Large Volume Transfer Station (TS) & Material Recovery Facility (MRF) which was issued a Solid Waste Facility Permit on FebYuary 26, 1992 ; and WHERE-IS, the operator of the California Waste Removal Systems Inc. , submitted to the Local Enforcement Agency (LEA) , San Joaauin County Public Health Services Environmental Health Division, an application for a SWFP revision that permits the I'S & MRF separately from the composting facility; and WHEREAS, the LEA has submitted to the Board for its review AMLand concurrence with or objection toa.the issuance of a revised SWFP for the California Waste Removal Systems Inc. ; and WHEREAS, the City of Lodi Commun_ty Development Department prepared an Environmental Impact Report (EIR) , State Clearinghouse (SCH) #90020924 , which includes an analysis of the TS and MRF; and WHEREAS, the City of Lodi approved the Final EIR and filed a Notice of Determination with the County Clerk on July 24 , 1991; and ' WHEREAS, in 1995 the City of Lodi adopted a Negative Declaration to annex an 10 acres into the City and to change the zoning to Industrial Use i:n order to accommodate an expansion of the existing transfer facility, and a Notice of Determination was filed with the County Clerk on March 17, 19951- and 995 ;and WHEREAS, Board staff have determined that the EIR is adequate for the Board' s evaluation of the proposed project for those project activities which are within this Agency' s experi:ise and/or powers, or which are required to be carried out or approved by the Board; and WHEREAS, the LEA and Board staff have evaluated the proposed permit and supporting documentation for consistency with standards adopted by the Board and have determined that the
