1.1 INTRODUCTION AND PURPOSE <br />The Central Valley Waste Services (CVWS)CVWS is a large volume transfer <br />station and materials recovery processing facility located in San Joaquin County. <br />The California Code of Regulations, Title 14 (14 CCR), Section 17402 (a)(8) <br />defines a large volume transfer/processing facility as "a facility that receives 100 <br />tons or more of solid waste per operating day for the purpose of storing, handling <br />or processing the waste prior to transferring the waste to another solid waste <br />operation or facility." In accordance with the current tiered permitting <br />requirements included in 14 CCR, a full Solid Waste Facilities Permit (SWFP) is <br />required for the CVWS and therefore, a Transfer/Processing Report (TPR) was <br />prepared. This TPR has been prepared to include the specific information <br />requirements outlined in 14 CCR, Section 18221.6. <br />The purpose of this document is to present updated information on the CVWS to <br />accurately reflect current operational conditions as part of the five year permit <br />review process. This TPR, which replaces the 2013 Report of Station <br />Information (RSI), also meets current changes in transfer station permitting <br />regulations. This TPR will serve as the basis for revising the 2012 SWFP. <br />1.2 PROPOSED CHANGES TO OPERATIONS <br />The proposed operational change to the CVWS is the addition of equipment to <br />the MRF operation. The TPR also presents minor changes in site conditions, <br />operations and station configuration since the 2012 RSI was prepared and the <br />2012 SWFP was issued. <br />The CVWS is owned and operated by USA Waste of California, Inc., d.b.a. <br />Central Valley Waste Services (CVWS), a Waste Management company.
