Although the EIR made no mention of it, complaints from nearby <br /> residents and our experience with other landfill operations <br /> leads us to feel that a problem may arise with papers and litter <br /> blowing out of trucks as they go to and from the disposal site. <br /> A litter control plan should be included as one condition for <br /> permit approval. <br /> 4. Contingency plans should be made to deal with any spillage of <br /> cannery waste that might occur on public roadways. <br /> I would also suggest that any use permit be granted for only one year, with <br /> the requirement that an additional public hearing on the permit be held at <br /> the end of that year to determine if the permit should be made permanent <br /> or merely extended on a yearly basis. This measure, when employed in San <br /> Joaquin County, has acted as an incentive to project proponents to meet <br /> the County's conditions. Also, it makes project proponents more willing <br /> to resolve problems with surrounding residents before they reach County <br /> officials, and gives the project's neighbors a chance to make officials <br /> aware of any unexpected problems that arise during actual operation. <br /> Again, I appreciate having the opportunity to review this EIR and make <br /> some suggestions. My constituents in San Joaquin County oppose the granting <br /> of a use permit for this operation, and I do support them in their stand. <br /> I realize that the decision is up to Calaveras County, of course, and offer <br /> the above suggestions in the hope that, if Calaveras County officials <br /> should decide to permit the proposal, that some of the project's more <br /> objectionable aspects would be minimized. <br /> S Sincerely, <br /> c <br /> RGE L.
