Facility Number: <br /> PERMITSOLID WASTE FACILITY 39-AA-0018 <br /> 12. Legal Description of Facility: <br /> The legal description of this facility is contained in the Transfer/Processing Report(Appendix A). The facility is located at 2435 East <br /> Weber Avenue on the northwest corner of East Weber Avenue and Filbert Street,Latitude N37°30'31",Longitude W12102212611, <br /> Stockton, San Joaquin County. <br /> 13. Findings: <br /> a. This permit is consistent with the San Joaquin County Integrated Waste Management Plan,dated April 1996,which was <br /> approved by the CIWMB in March 1997. The East Stockton Transfer and Recycling Station is not a new or expanding facility. <br /> In addition,since this permit does not condition/require that the operator recover or reuse at least five percent of the total volume <br /> of material received,the facility is not required to be identified in the Nondisposal Facility Element,pursuant to Public Resources <br /> Code(PRC), Section 50001(b). <br /> b. This permit is consistent with the standards adopted by the CIWMB,pursuant to PRC 44010. <br /> c. The design and operation of this facility is consistent with the State Minimum Standards for Solid Waste Handling and Disposal <br /> as determined by the enforcement agency,pursuant to PRC 44009. <br /> d. The Stockton City Council approved a Final Negative Declaration/Expanded Initial Study(IS17-95)on September 23, 1996 for <br /> the facility. Mitigation measures were incorporated as part of the approval and are specified in the Mitigation Monitoring/ <br /> Reporting Program. The Negative Declaration/Expanded Initial Study describes and supports the design and operation which <br /> will be authorized by the issuance of this permit. A Notice of Determination was filed with the San Joaquin County Clerk on <br /> September 26, 1996. <br /> e. The facility recovers recyclable materials such as cardboard,glass,metal(ferrous and non-ferrous),paper,plastic,rubber <br /> products,and wood from the commercial and industrial waste stream. The facility does not accept residential solid waste and is <br /> not open to the public. <br /> 14. Prohibitions: <br /> The permittee is prohibited from accepting the following wastes: <br /> Hazardous,radioactive,medical(as defined in Chapter 6.1,Division 20 of the Health&Safety Code), liquid,designated, <br /> residential solid waste,or other wastes requiring special treatment or handling,except as identified in the Transfer/Processing <br /> Report and approved amendments thereto and as approved by the enforcement agency and other federal,state,and local <br /> agencies. <br /> 15.
