CLE/NFL®E
Bright People.Right Solutlo-
i3 EXPOSURE ASSESSMENT
The HRA was prepared to assess the potential health risks that may result from the
proposed increase in truck traffic. Diesel particulate matter is the primary toxic of
concern and has long-term health effects (i.e., cancer and chronic [noncancer]) with the
primary path of exposure occurring through inhalation for both residents and workers.
This assessment was performed to compare the facility impacts to thresholds of 10 in a
million cases of cancer and Health Hazard Indices of 1.0 for chronic health risk as the
levels of concern.
3.1 Health RiskAssessment ethoolo
IToxic emissions of diesel PM from trucks were assessed using the United States
Environmental Protection Agency (EPA)AERMOD (v 09292) using the BREEZE software
t (v 7.2). The quantification of toxic emissions from these sources is provided in the
emission calculations shown in Section 3 and detailed in Attachment A. The source
parameters were all assumed to be HHD trucks with vertical stacks per the San Joaquin
Valley Air Pollution Control District (SJVAPCD) Guidance for Air Dispersion Modeling
I (August 2006). Volume source parameters were estimated using EPA's User's Guide for
the Industrial Source Complex (ISC3) Dispersion Models (Volume III). The source and
model parameters are summarized below:
Emission Source Non-idling trucks as line of volume sources and idling trucks
as line of point sources
Rural/Urban Mode Urban
Grid Resolution Variable (sensitive receptors)
Grid Extent Approximately 0.25 km x 0.25 km (0.16 miles x 0.16 miles)
Number of Receptors 73
Regulatory Option Option Used
Meteorological Data 5 years (2005-2009) of surface and profile hourly from
Stockton.
