iAmy Gartin <br /> 11 October 2011 <br /> Page 1 <br /> INTRODUCTION <br /> This report summarizes our environmental noise assessment for the proposed enlargement of the <br /> East Stockton Transfer and Recycling(ESTRS)facility on Weber Avenue in Stockton, <br /> California. This enlargement is occurring due to the closing of the 401 South Lincoln Street <br /> (Lincoln)facility. The purpose of the study is to quantify the existing noise environment at the <br /> project site, as well as future operational changes(e.g.,number of truck deliveries)and compare <br /> it to the applicable City standards. This letter summarizes the applicable noise standards, noise <br /> measurement results, and calculated project noise levels. <br /> For those unfamiliar with the fundamental concepts of environmental acoustics,please refer to <br /> Appendix A and Figure Al. <br /> EXECUTIVE SUMMARY <br /> The following summarizes our findings with mitigation as described in Section 3 of this report: <br /> • On-site truck activity associated with the expansion of the existing ESTRS facility and <br /> relocation of the truck entrance farther west down Weber Avenue will not exceed the City's <br /> Development Code Noise Standards. <br /> • The existing noise exposure at the pro'ect is considered"Conditionally Acceptable"for <br /> industrial(IL and IG) land uses.DNL along Weber Avenue due to truck traffic associated <br /> with the ESTRS facility are expected to increase to 74 dB.DNL 74 dB is still considered <br /> "Conditionally Acceptable"and the City's General Plan allows for a maximum 3 dB increase <br /> in noise levels. <br /> ® On-site activities not associated with truck activity will take place indoors and are not <br /> expected to be a significant source of noise. <br /> SECTION l: ACOUSTICAL CRITERIA <br /> City of Stockton General Plan <br /> Table 1 summarizes the compatibility of industrial land-uses with respect to noise level s <br /> I For the purposes of our analysis,on-site truck activity is considered any noise generated by trucks(including material delivery) <br /> while on ESTRS property. <br /> 2 Day-Night Average Sound Level(DNL)—A descriptor established by the U.S.Environmental Protection Agency to represent a <br /> 24-hour average noise level with a penalty applied to noise occurring during the nighttime hours(10 p.m.to 7 a.m.)to account <br /> for the increased sensitivity of people during sleeping hours. <br /> 3 Table 1 is based on Table 11-1 of the City's 2035 General Plan,Page 11-6. <br /> L C I,-)Su to o reel -n rrsn... t o-1 a ,1 _4 ... .s',i _ r x: 3L� <br />
