' Transportation Engineers <br /> September 19, 2011 <br /> Mr. Charlie Simpson <br /> KLEINFELDERANSITE ENVIRONMENTAL <br /> 2001 Arch-Airport Road <br /> Stockton, CA 95206 <br /> RE: EAST STOCKTON TRANSFER AND RECYCLING STATION MODIFICATION <br /> TRAFFIC ASSESSMENT, STOCKTON, CA <br /> Dear Mr. Simpson: <br /> As requested, KD Anderson&Associates, Inc. has prepared this analysis reviewing access to the <br /> East Stockton Transfer and Recycling Station (ESTRS) along Weber Street in Stockton. This <br /> site is an existing transfer station processing a maximum 512 tons per day (TPD) of recyclable <br /> material. The site is proposed to be expanded that will permit 1,000 TPD on average and a <br /> maximum of 1,250 TBD to be processed. The existing Stockton Recycling Transfer Station on <br /> Lincoln Street will be closed and all materials re-routed to the ESTRS site as part of the <br /> expansion. <br /> IESTRS is available for commercial vehicles only and provides construction and demolition <br /> (C&D) material to the site. When expanded, ESTRS will also provide recyclable processing <br /> iservices for commercial and residential waste haulers in Stockton and the surrounding region. <br /> The site is located along Weber Street and is bounded by Filbert Street to the east, a property line <br /> between E and F Streets to the west, and the Union Pacific Railroad. Access to the site is <br /> currently via two driveways midway between Filbert Street and E Street. The expanded site will <br /> remove the easterly driveway and construct a new entrance and exit at the far west side of the <br /> tsite; the existing driveway that will remain will not provide truck access into the site. <br /> A second parcel is located on the south side of Weber Street and is bounded by F Street to the <br /> west, Filbert Street to the east and an alley to the south. This parcel will be used for employee <br /> parking.
