East Stockton Transfer and Recycling Station Modification Traffic Assessment <br /> September 19, 2011 <br /> Page 3 <br /> 1 During the p.m. peak hour, the northbound through movement was observed to spillback to <br /> the westbound SR 4 ramps about 30% of the time. All other movements appeared to operate <br /> ' with minimal queues during this time frame. <br /> It was observed that eastbound to southbound trucks, and specifically, the transfer trucks <br /> make a right turn by first moving the vehicle to the centerline of Weber Street as they <br /> approach the Filbert Street intersection. The limit line along the west side of the intersection <br /> is set back about 25 feet from the intersection to allow inbound (i.e. northbound to <br /> westbound truck traffic) to complete the movement without being blocked by outbound <br /> trucks. The outbound trucks align the left side of the vehicle along the centerline line and <br /> then complete the turn without overtopping the curb in the southwest quadrant of the <br /> intersection. <br /> Filbert Street/ SR 4 WB ramps - During the a.m. peak period the southbound to westbound right <br /> turn movement was noted to be a frequent movement as many vehicles were observed <br /> turning from Myrtle Street onto Filbert Street and then making this turn to enter westbound <br /> SR 4. Vehicles were observed queued to the Weber Street intersection, with spillback <br /> occurring through the Weber Street intersection. <br /> While not project related it was observed that northbound to westbound traffic along Filbert <br /> Street was observed to queue to the eastbound SR 4 ramps intersection about 75%of the time <br /> during the a.m.peak hour. Vehicle spillback was noted to the eastbound ramps intersection. <br /> ' No queuing issues were noted during the p.m. peak hour. <br /> During both peak hours traffic along the westbound off-ramp was minimal with no queuing <br /> ' issues observed. <br /> Filbert Street/ SR 4 EB ramps - There is about 200' of queuing available for this southbound to <br /> eastbound movement onto eastbound SR 4. The left turn lane along southbound Filbert <br /> Street provided adequate queuing without spillback beyond the westbound ramps <br /> intersection. <br /> While not project related northbound traffic was observed queuing through the intersection as <br /> L a result of the spillback encountered from the northbound to westbound movement at the SR <br /> 4 westbound ramps intersection. <br /> During the a.m. peak hour a long queue was observed along the eastbound off-ramp. The <br /> queue, consisting of mostly passenger cars, but also including buses, extended almost the <br /> entire length of the off-ramp, about 900'. No trucks were observed in these queues. This <br /> movement was examined again late in the peak hour, and it was observed that the queue had <br /> dissipated. During the p.m. peak hour this movement had queues of up to 15 vehicles abut <br /> 25%of the time; in all case, though the queue dissipated each signal cycle. <br /> Y <br />
