KLEANFELDER <br /> Bright People.flight Solutiom <br /> Environmental Im acts <br /> Air Quality Impacts of Project Construction <br /> The proposed project would involve disturbance of the project site and potential for dust <br /> generation during construction activities. The most significant toxic emission related to <br /> construction activities is diesel exhaust particulate from diesel-fueled mobile equipment. <br /> iConstruction PM10 emissions were not modeled as these emissions are considered <br /> relatively small and temporary when compared to the operational emissions. Particulate <br /> matter emissions are controlled under the SJVAPCD's Regulation VIII; compliance with <br /> these regulations is required by mitigation measures presented below. <br /> Health risks from diesel-fueled equipment are typically evaluated for stationary sources <br /> tas potential cancer risks are large only when there is very long continuous exposure <br /> over one's lifetime (i.e., 24 hours per day over 70 years). Construction emissions are <br /> expected to occur over a relatively short time, and sensitive receptors are not located <br /> near enough to the site to be directly affected. Therefore, the impacts are considered to <br /> be less than significant if reasonable available control measures are applied <br /> iLevel of Significance: Potentially significant <br /> Mitigation Measures: <br /> 1. During construction, the ODS will comply with required control measures <br /> specified in San Joaquin Valley Air Pollution Control District (SJVAPCD) <br /> Regulation VIII (Fugitive Dust Rules), including compliance with the following <br /> mitigation measure 2 through 8. <br /> 2. Visible Dust Emissions (VDE)from construction, demolition, excavation or other <br /> earthmoving activities related to the project shall be limited to 20% opacity or <br /> less, as defined in SJVAPCD Rule 8011, Appendix A. The dust control <br /> measures specified in Mitigation Measures 3 through 8 shall be applied as <br /> required to maintain the VDE standard. <br /> 3. Pre-water all land clearing, grubbing, scraping, excavation, land leveling, <br /> grading, cut and fill, and phase earthmoving. <br /> 4. Apply water, chemical/organic stabilizer/suppressant, or vegetative ground <br /> cover to all disturbed areas, including unpaved roads. <br /> 5. Restrict vehicular access to the disturbance area during periods of inactivity. <br /> 6.
