KLEINFELDER
Bright People.Right Solutions.
description provided by the project applicant, 50 employees were assumed. Entrained
roadway dust from vehicle travel is included in the PM10 totals.
1 Annual emissions estimated for the full buildout of the proposed project are detailed in
Appendix A and are summarized in Table 3-1 below:
TABLE 3-1
PROJECT AREA AND OPERATIONAL EMISSIONS (2013)
Modeled Annual Emissions :tons per year
Scenario ROG NO,, PM10 so,, co
Area 0.06 0.15 0.00 0.00 0.26
Operational 0.52 6.35 0.29 0.01 4.64
Total 0.58 6.50 0.29 0.01 4.90
SJVAPCD Thresholds 10 10 15 -- --
Above Thresholds? The SJVAPCD does not have
thresholds that directly address PM2.5- Since PM10 emissions include PM2.5, and PM10
is well below the GAMAQl thresholds, then PM2.5 emissions are also assumed to be
less than significant.
The project may be subject to Rule 9510 (indirect Source Review) requirements, as
proposed new structures of approximately 33,500 square feet would be constructed.
Under the ISR rule, project operational emissions of NOx must be reduced by 33.3%,
and operational emissions of PM must be reduced by 50%. To fulfill the requirements
of the ISR, the project applicant would need to demonstrate that emissions would be
reduced through additional mitigation, or pay a fee to the SJVAPCD for any required
reductions that have not been accomplished through project mitigation commitments.
ISR fees are indexed to the cost of providing offsetting mitigation and are used for that
purpose. Compliance with the ISR would further reduce the project's NOx and PM
operational emission impacts, which are already determined to be less than significant
based on SJVAPCD criteria.
Level of Significance: Less than significant
Mitigation Measures: None required
121339/ST01 1 R226 3-20 October 14, 2011
Copyright 2011 Kleinfelder
