In the <br /> event that the Initial Study does not identify significant effects, or identifies <br /> mitigation measures that would reduce all of the significant effects of the project <br /> to a less than significant level, the agency may prepare a Negative Declaration. <br /> If this is not the case, the agency must prepare an Environmental Impact Report <br /> (EIR); the agency may also decide to proceed directly with the preparation of an <br /> EIR without preparation of an Initial Study. <br /> The proposed development is a "project" as defined by CEQA and is not CEQA- <br /> exempt. The City of Stockton has determined that the project involves the <br /> potential for significant environmental effects. The purpose of this Initial Study is <br /> to describe the proposed project, briefly describe the environmental setting of the <br /> project, discuss the potential environmental effects of the project, and identify <br /> mitigation measures needed to reduce the potentially significant environmental <br /> effects of the project to a less than significant level. <br /> Scope of Initial Study <br /> This Initial Study evaluates the project's potential to result in "significant" <br /> environmental effects, as defined by CEQA, in the following issue areas.
