r .
Independent Trucking Coy, Inc. •
Initial Study/Proposed Neg ve Declaration
July 15, 1996
Page 4 of 4 4
To that end, CIWMB staff offer the following comments:
❑ If the Lead Agency has not already done so, the initial study and proposed negative
declaration should be circulated through the State Clearinghous;; (see CEQA
Guidelines, CCR Section 15205).
❑ It is not clear why the Applicant proposes to add gate access on Church Street or,
more importantly, how this addition would impact traffic circulation on adjacent streets
(and businesses). Is the Lead Agency aware of any plans by adjacent property owners
that may affect, or be affected by, the proposed project? Does the Applicant have
plans to conduct an engineered traffic study in the future?
❑ What was the previous use of the 1.04-acre portion proposed for expansion? Is the
Lead Agency aware of any facet or aspect of this property that should be attended to
prior to being put to its proposed use, for example, does the property contain
underground fuel tanks?
❑ Would the proposed expansion result in a proportionate increa`e in residual waste?
❑ Lastly, it is unclear to that this facility, based on the information provided, is required
to maintain a CIWMB solid waste facility permit (refer to Public Resources Code,
Division 30, Section 40200). CIWMB staff request that the Lead Agency consult with
Mr. Ed Padilla of the San Joaquin County Environmental Health Division regarding
this issue. He may be reached at (209) 468-3458.
If you have any questions regarding these comments, please contact me at (916) 255-3880.
Sincerely,
Marcia Kiesse Y'J: ,
Environmental Review Section '
Permitting & Enforcement Division O V
cc: Ed Padilla, LEA for San Joaquin County
 c
Terry Smith, CIWMB - Permits p
