Box 2009 <br /> Stockton, CA 95201 <br /> Subject: Maximum Tonnage Allowed at Lovelace Transfer Station, <br /> Facility No. 39-AA-0008 <br /> Dear Mr. Miller: <br /> I am writing in response to questions that have been raised during <br /> your permit review of the Lovelace Transfer Station. I understand <br /> the operator of the facility wishes to modify their current Solid <br /> Waste Facilities Permit (SWFP) to accommodate peak daily loads. We <br /> have reviewed the SWFP and its conditioning documents, and <br /> determined the Lovelace Transfer Station can receive a maximum of <br /> 500 tons of waste per day. We found no provisions for peak loads <br /> or increased tonnage. <br /> Our determination is based on the following information. The <br /> current SWFP, dated September 19, 1983, states, "An average of <br /> 2, 000 cubic yards or 500 tons of wastes are received daily. " The <br /> Report of Facility Information, dated September 26, 1977, states, <br /> "We are currently processing 2, 000 cubic yards of solid waste each <br /> day. The station was designed to process about 500 cubic yards a <br /> day when it was opened in 1962 . " <br /> The modified permit you are preparing should state that the <br /> facility has a permitted capacity of 500 tons per operating day and <br /> shall not receive more than this amount without first obtaining a <br /> revision of the permit. Receipt of greater than the permitted <br /> amount will require a revision of the SWFP pursuant to Title 14, <br /> California Code of Regulations, Section 18211. A discussion of <br /> permit revisions is included in Board's Permit Desk Manual, Chapter <br /> Two. <br /> I hope my comments will assist your permit review.
