Williams <br /> Weather: Overcast; Light Rain <br /> A State Inspection of the subject facility was conducted on February <br /> 27, 1991. The site was inspected to verify compliance with State <br /> Minimum Standards in consideration of the California Integrated Waste <br /> Management Board' s (Board) concurrence of the issuance of a modified <br /> Solid Waste Facility Permit (SWFP) . I was accompanied by Rosslyn <br /> Stevens of Board staff. Mr . Lomas, site supervisor, and Mr . Macute <br /> of the Local Enforcement Agency (LEA) , accompanied us during portions <br /> of the inspection. I discussed preliminary results of the <br /> investigation at the site office with Messrs.
