FLINN <br />DEPUTY DIRECTOR <br />MANUELLOPEZ <br />DEPUTY DIRECTOR <br />STEVEN WINKLER <br />DEPUTY DIRECTOR <br />copy <br />As you know, both the Governor of California and the President of the <br />United States have declared San Joaquin County as a disaster area due <br />to existing and potential flooding. The County's waste disposal <br />facilities have been inundated with rainfall which has caused areas <br />of erosion at the landfills. In addition, these facilities may <br />receive a significant amount of flood -related waste during any <br />cleanup efforts. Title 14, Division 7, Chapter 3, California Code of <br />Regulations, allows a waiver of permit requirements and state minimum <br />standards in the case of an emergency. In accordance with the <br />regulations, attached is the required information for this "request <br />for emergency waiver of standards." The County is requesting the <br />waiver for the Lovelace Materials Recovery Facility and Transfer <br />Station, North County Recycling Center and Sanitary Landfill, and the <br />Foothill Sanitary Landfill.
