STAIE OF CALIFORNIA Pew Wilson, Governor
r
J CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD
8800 Cal Center Drive
Sacrarrtento Catlibmia 95826
r0mg-1
Mr. Ken Hill, Environmental Coordinator
County of San Joaquin
1810 East Hazelton Avenue
Stockton, CA 95205
Subject: SCH# 92092072 - Notice of Preparation (NOP) of a Draft
Environmental Impact Report (DEIR) for Lovelace Transfer
Station Expansion, San Joaquin County
The San Joaquin County Department of Public Works is acting as lead
agency in the preparation of a DEIR for the expansion of the
Lovelace Transfer Station, from 5 acres to 15 acres. The proposed
expansion involves the acquisition of a 9.9 acre parcel of land
adjacent to the existing facility. Proposed facilities include
construction of a transfer building, which encompasses public and
commercial disposal areas, a sorting floor and a transfer tunnel.
Residual wastes are to be taken to Foothill Landfill.
Staff concur with the finding that preparation of a DEIR is
appropriate. In preparation of the DEIR, staff ask that the
following items be addressed:
Will there be an increase incoming wastes? If so what is to
be the maximum permitted daily capacity for the facility, and
what are the potential impacts associated with an increase in
daily tonnage?
Please contact the Regional Water Quality Control Board for
liner requirements for the retention ponds. The NOP indicates
that the retention ponds are to remain unlined. The DEIR
should assess potential impacts to groundwater as a result of
percolation of liquids through the soil. Additionally, the
DEIR should indicate the capacity of the retention ponds, and
identify contingencies in the event of overflow.
If the expansion facilities are to be constructed on top of a
former disposal site or if old waste is to be excavated,
potential impacts associated with health and safety, air
quality, subsidence, and explosion should be fully discussed
within the document.
Attached for your perusal is a DEIR Materials Recovery
Facility/Transfer Station Checklist.
