Item No. 3 PC: 7-15-93 UP-93-2 Page 1 RECOMMENDATION It is recommended that the Planning Commission: 1. Certify the project's Final Environmental Impact Report (EIR) as adequate under the provisions of Section 15090 of the California Environmental Quality Act (CEQA); 2. Approve Use Permit Application No. UP-93-2 based on the Findings and subject to the Conditions of Approval recommended in the staff report; 3. Adopt °Findings of Significant Environmental Impact (Attachment A); and 4. Adopt the "Mitigation Monitoring Program° (Attachment B). FINDINGS FOR CERTIFICATION OF THE PROJECT'S FINAL ENVIRONMENTAL IMPACT REPORT 1. The Final EIR has been completed in compliance with the California Environmental Quality Act. 2. The Final EIR has been reviewed by the Planning Commission, and the information contained in the EIR has been considered for the proposed project. 3. The Final EIR is adequate to address the impacts of the proposed project. 4. The project will not have significant, unavoidable, adverse impacts as identified in the Final EIR's Revised Summary of Impacts and Mitigation Measures (Appendix M). FINDINGS FOR USE PERMIT APPLICATION NO. UP-93-2 1. The proposed use is consistent with the goals, policies,standards, and maps of the General Plan; any applicable Master Plan, Speck Plan, and Special Purpose Plan; and any other applicable plan adopted by the County. • This Finding can be made because the proposed use Is consistent with the A/G (General Agriculture) designation of the General Plan. The expanded transfer station presents no significant General Pian policy Issues, and there are no Specific Plans or Special Purpose Plans affecting the site. 2. Adequate utilities,roadway improvements,sanitation,water supply,drainage,and other necessary facilities have been provided,and the proposed improvements are properly related to existing and proposed roadways. • This Finding can be made because all required services are already provided, and those that will be replaced as part of the expansion of the facility will be installed according to Ordinance Requirements contained in the Conditions of Approval.
