Upon being given a description of the materials <br /> and situation, the Health District gives directions to the fore- <br /> man or proceeds to the site if necessary and provides direction <br /> for emergency removal of the waste in question. The foreman also <br /> notifies the San Joaquin County Office of Emergency Services con- <br /> cerning the incident. The foreman then arranges for immediate <br /> removal and ultimate disposal by the County' s Licensed Hazardous <br /> Waste Contractor as directed by the Local Health District. <br /> Experience with the load checking program to date indicates that <br /> virtually all attempts to dispose of hazardous waste at the site <br /> involve disposal of drums containing varying amounts of liquid. <br /> Under the waste exclusion program, liquid containers greater than <br /> five gallons in capacity which may be safely moved are moved away <br /> from the dumping area and stored until disposal is accomplished <br /> by the responsible party or the County. With the use of the <br /> chemical storage locker at the site, barrels will be <br /> appropriately tagged when discovered with information as to <br /> approximate volume of contents, probable contents of the con- <br /> tainer if known, date of discovery and responsible party if known <br /> and then locked in the storage locker until removed from the site <br /> and manifested by a licensed hazardous waste hauler. <br /> The County has developed a term agreement with a licensed <br /> hazardous waste hauler for removal and disposal of discovered <br /> hazardous waste. Under this agreement the contracted hauler <br /> loads the materials at the Lovelace Road Transfer Station, <br /> -15- <br />
