Hazelton Avenue <br /> Stockton, CA 95205 <br /> Dear Mr. Hill: <br /> Subject: Notice of Preparation for .the Lovelace Transfer Station <br /> Expansion <br /> With respect to the above-referenced Notice of Preparation, the <br /> following comments are offered: <br /> ( 1) An evaluation should be conducted of the potential for hazardous <br /> materials or other undesirable substances from the waste stream <br /> from entering the soil or groundwater through the retention pond, <br /> the septic system, or other direct absorption into the soil . <br /> Potential sources of hazardous or other materials of concern <br /> include, but are not limited to, washdown of the transfer <br /> building; washdown of the hazardous waste collection and storage <br /> area, bins , and equipment; washdown of transfer trailers or other <br /> vehicles or equipment; or direct contact of storm water run-off <br /> with hazardous materials. <br /> (2) The litter control analysis should include on-site litter, litter <br /> blowing from the site, and litter blowing from vehicles in route <br /> to or from the transfer station. <br /> (3 ) A preliminary landscape plan was not attached to the NOP sent to <br /> the City of Tracy. An evaluation of landscaping needs, for <br /> screening purposes along the perimeter and for canopy tree <br /> coverage, especially around the parking area and drive aisles of <br /> the interior, should be conducted to minimize the visual impacts. <br /> (4) Is there sufficient area along the south boundary of the site <br /> reserved to maintain adequate landscape frontage in the event of <br /> future Lovelace Road right-of-way widening, especially along the <br /> return road south of the office and maintenance building? <br /> (5) Paragraph 13 of Exhibit B states, ,Some evaluation should be given <br /> to assessing release of Hazardous substances or materials.
