Appendix D <br /> LOVELACE TRANSFER STATION EXPANSION PROJECT <br /> Scoping Meeting Notes <br /> September 10, 1992 <br /> A Scoping Meeting was held in the Employee Break Room Trailer at <br /> the Transfer Station from 1:00 pm to 2 : 35 pm. Sixteen people <br /> attended, plus Public Works Staff and Bruce Barraco consultant to <br /> the Solid Waste Division of Public works. <br /> Ken Hill, PWIs Environmental Coordinator, introduced the panel of <br /> speakers Tom Horton, Solid Waste Manager SJC; Gabe Karam, Sr. civil <br /> Engineer, SW-SJC; and Bruce Barraco, Consultant to SJC-DPW's. <br /> Tom Horton gave a brief overview of the purpose of the meeting and <br /> described the speakers-* role and introduced Gabe Karam. <br /> Gabe Karam, delivered a project overview and discussed location and <br /> proposed operations and introduced Bruce Barraco. <br /> Bruce Barraco, described the purpose of a scoping session relative <br /> to the CEQA mandated environmental review process and proceeded to <br /> get audience input. <br /> Questions and concerns of those in attendance: <br /> 1. Why wasn't "I" notified? Coehlo & S. Union Road residents <br /> 2 . Why does this project have to be in my backyard? <br /> 3 . What are the alternative sites? <br /> 4 . This was supposed to be a "temporary facility" , why is it <br /> permanent? <br /> 5. Board of Supervisors told this resident that this site would go <br /> away, why hasn't it? <br /> 6. With the City moving in this direction (within one mile) why <br /> here? <br /> 7 . What are the mitigations for insuring our well water quality? <br /> 8. Will the EIR be easily understood by a "lay person"? Does it <br /> have to be so technical? <br /> 9 . What happens with the rain water runoff? Will it end up on my <br /> property or in my well? <br /> 10. Will Lovelace Road be reconstructed or widened to accommodate <br /> the increased truck and public traffic to this enlarged facility? <br /> 11. Why aren't you cleaning up Coehlo and S. Union Road after your <br /> trucks and the public spill (dump) "stuff" on my property? <br /> 12 . Will household hazardous waste be accepted at this facility? <br /> 13 . Why doesn't the County take care of off-site after hours <br /> dumping? <br /> 14 . Why can't "you (County) " get the "cops" out here to enforce <br /> traffic and litter laws? <br /> 15 . multiple complaints about early morning and late night noise <br /> and nuisances in and around the present facility. <br /> 16. What is the "legal" zoning for this site? Why can't I subdivide <br /> my AG40, if the County can? S. Union with directions <br /> 17 . Why aren't there signs on Coehlo and <br /> to the facility? or speed limit signs, or anti-litter signs on and <br /> D-2 <br />
