0
2.3 MATERIALS RECEIVING
Vehicles enter the facility from Lovelace Road (Figure 6). Commercial refuse vehicles enter the
site via lane 3, the commercial lane. These trucks are weighed at the scale and directed to the
commercial (west) side of the MRF for unloading.
Vehicles containing pre-sorted recyclables also enter the site via lane 3. These are weighed and
directed to unload at the appropriate recyclable tip area at the MRF.
The scale house has a record of the tare (empty)weight of many of the commercial customers'
vehicles. The tare weight on record is subtracted from the known tare weight, and the customer .
is billed based on the weight of refuse delivered. If the facility records do not contain the tare
weight for a vehicle, then the vehicles are directed to return to the scale house to be reweighed
after it is emptied.
Self-haul vehicles enter the site via lanes 1 and 2 (Figure 6). Scale house staff checks incoming
customers and the type of incoming waste. Scale house staff verbally verifies prohibited wastes
with customers. Scale house staff then directs customers to the designated drop off areas.
Green wastes and.yard wastes loads are directed to the green waste processing area (Figure 2).
Directional signs are posted around the facility to guide customers (Figure 6).
2.4 UNLOADING
Unloading in the MRF at the commercial side is through mechanical unloading only. Unloading
at the self-haul side is for both mechanical and manual unloading. MRF staff are present at all
times in both the commercial and self-haul side of the MRF to direct incoming customers where
to unload materials and maintain traffic control. MRF staff ensures that unloading is done
according to facility safety guidelines and frequently checks loads for prohibited and hazardous
wastes. If any hazardous wastes are discovered in the stalls, then the area will be cordoned off
and hazardous waste response plan procedures will be implemented.
A MRF staff will be present in the green waste unloading area (Figure 2) upon receiving
notification from the scale house of an incoming green waste load. Customers will be directed to
unload green waste in the stalls. The stalls are divided with concrete K rails for safety. MRF staff
will monitor for prohibited and hazardous waste during unloading. The unloading stalls will be
cleared daily and green waste will be stockpiled behind the stalls.
Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division
Transfer Processing Report County of San Joaquin
August 28,2015 11
