Findings: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect as identified in the Final EIR Statement of Fact: The impact will be reduced by the following: The project proponent shall widen shoulders, limit minor street/driveway access, and provide left -tum lanes at majoir intersections; or Widen critical roadway segments to four travel lanes. (4) POTENTIALLY SIGNIFICANT IMPACT: TRAFFIC CONGESTION AT ENTRANCE TO FACtLrrY Existing Lovelace Road is a rural road with two 12 -foot -wide lanes and minimal shoulders. During peak hours (especially during late morning hours on weekends), the volume of traffic is such that vehicles waiting to enter the facility create a stacking lane that extends onto Lovelace Road. This condition will be somewhat alleviated by the expansion project (two public entry lanes and greater stacking depth).
